lputils: split team_names by its usage

This field has been used in different ways.

In change-override it is used to imply that being in the list
means an archive admin has not to be warned about a missing
team - in that way it means an owning Canonical team.

In package-subscribers it is used to split various reports
like subscriptions, proposed migration, ... per team.

This change reflects that team_names is a superset of the new
owner_names and tools can use one or the other matching their
use case.

add canonical-hw-cert team as a distro team

This is happening because this team packs the hardware-api client tool
(hwctl) for Ubuntu. This should be a main package, no other distro team
should be responsible for it but us.

We as a canonical-hw-cert team understand that packages we are
subscribed to need to be maintained for all releases where they are
present and until those releases go EOSS.

As part of this maintenance we commit to:
* Bug triage on LP
* Deploying new versions in Ubuntu devel
* Fixing bugs in stable releases through SRU
* Supporting the Security Team on the deployment of security fixes
