uat_lib/cache.py: update copyright

In the initial form this had some code of Iain which is why I kept
it initially, but in the form it was committed there is actually
nothing left of it, so drop him from the license header.

Currently neither with --dry-run nor before passing over `Override [y|N]? y`
we will see the subscription check that was added.

It is a common practise that one wants to pre-check a case, even sometimes
leading to a lengthy follow up talking with the team to please susbcribe.
For that it would be better if the check would happen earlier before one is
already reaching the final "ok, let me promote it" consensus.
