restructure time synchronization
We were made aware that the timesync/ntp sections are too much intermixed.
To increase readability this much more clearly splits
- synchronizing your system via NTP
- serving NTPThat involves moving parts into sect3 level chapters as well as in general
moving content between sections.
A few minor fixes to whitespace, type or rephrasing were done to match the
