New 2.x tests of pgbackrest fail on armhf
We recreated this on a raspbi 3 and we could bump a set of timeouts but that
breaks a lot of later assumptions (e.g. later expected output) and even then
sometimes times out. Since armhf isn't major DB backup place we should mask
it for now just on this architecture to get the features of the new version

We tried to debug, but either random subtests fail without a somewhat simple
root cause to fix (VM) or they all just work (container).
