IMO this is a regression elsewhere and not in systemd, but since the test regressed in the release pocket I'm +1 for the hint to not hold other packages back.

Agreed with badtest. I'm going to merge this to move us forward, but I do think it's important for core stuff like systemd to have passing tests, so for the next upload I'd expect this to be resolved one way or another - even reducing test coverage to get better reliability is preferable to skipping or flakiness.
