pglogical was removed by [1] for postgresql-11 dependency.
Later on it was dropped here by

That was correct at the time, but now needs to come back as the
new pglogical can work with postgresql-12 and therefore is synced in now.

Use the new force-reset-test [2] as it might come back working and we'd
want to see that to re-check why which we won't realize if we continuously
just badtest it.
