reset pgpointcloud on armhf

pgpoincloud on armhf is known to have issues, see
  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=974869

There is no fix yet, but the coverage of this exists on all other
architectures and resetting it would allows things to pass for now -
while automatically becoming a valid test once we get a fixed version.

We currently have a sync:
 pgpointcloud | 1.2.1-5 | hirsute-proposed/universe | source

reset postgis on armhf

Postgis on armhf is known to have issues, see
  https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=961188

The fix is ready in salsa and Debian/experimental but not yet in Ubuntu.
We currently have a sync:
 postgis | 3.0.2+dfsg-4 | hirsute-proposed/universe |
 source, amd64, arm64, armhf, ppc64el, riscv64, s390x

Therefore resetting it now allows things to pass for now, and automatically
becoming a valid test once we get version:
  postgis | 3.1.0~alpha2+dfsg-1~exp4 | experimental |

reset-test pglogical to avoid bumping it on every auto-sync

This test is broken quite a while and upstream not really enganged on it

It was bumped over and over int he past, let us replace this by the new
reset-test to eliminate the need to re-bump it every now and then.
