Add dpdk to big for more architectures

With the testsuite growing with every release we have reached a point
where we sometimes we see timeouts occur.

Additionally we have also sometimes sometimes crashes which are quite
likely due to dpdk being rather memory hungry.

In the past the only platform that hit that was arm64 (due to also
being slow), but this is now sporadically seen everywhere.

Resolve this by adding dpdk to big_packages on more architectures.

Add xen to big_packages

Xen 4.16 builds fine locally (32GB sbuild against jammy proposed) but currently
fails on launchpad crashing PPA builds.

x86_64-linux-gnu-ld triggers a segfault (lacking direct access we can' 100%
prove it is an OOM, but that is the biggest remaining difference, and xen
is known to be huge)

add xtensor to big_packages to prevent OOM

Bug LP: #1936820 outlines an OOM issue on x86/ppc64el that even with
reduced concurrency needs to be ran with more memory.
