Enable Tri-State lights in qemu tests

Fixed issue in JLP

Issue was type comparison of int and unicode was failing, fixed in JLP
reverting temp fix and putting all tests back on torkoal.

Need curtin-ci to remain on the vm as running into too many issues.

This is to balance out the runs and make more of them at night when
the US team is sleeping.

Upping number of jobs to keep to 25.

Storage is not a concern anymore as curtin seems to not be downloading

Enabling CI on cloud-init

This will allow for every 15min checks to see if there are reviews
available for cloud-init. If so, check them out, run tox on them, and
then vote on the result. Becuase cloud-init uses git the jobs have to
be done slightly differently due to the structure of launchpad.
