Added missing null test that caused crash in fix for bug https://bugs.launchpad.net/or/+bug/1804948 In Manual- and Explorer-Mode the Flag 'Signalflag (OR_SPEEDRESET)' doesn't have any influence.

Update certificate checks to check only CN and C, and ask otherwise

When updating, validate only the common name (CN) and country (C) components of the subject.
If those two don't match, ask the user what to do - giving them the full details of the certificates.
