Update python testing as per zed cycle testing runtime

In Zed cycle, we have dropped the python 3.6/3.7[1] testing
and its support. Removing the py36 centos8 job as well as
updating the python classifier also to reflect the same.

[CI] Install dependencies for docs target

When tox 'docs' target is called, first it installs the dependencies
(listed in 'deps') in 'installdeps' phase, then it installs masakari
(with its requirements) in 'develop-inst' phase. In the latter case
'deps' is not used so that the constraints defined in 'deps' are not
used. This could lead to failures on stable branches when new packages
are released that break the build. To avoid this, the simplest solution
is to pre-install requirements, i.e. add requirements.txt to 'docs' tox
target.

Conflicts:
  tox.ini

NOTE(elod.illes): conflict is due to branch specific upper constraints
file link.

Search in nova services instead of hypervisors

Nova services and hypervisor naming can differ, as they retireve node
names in different way.
In the meanwhile we operate with nova.services while enabling/disabling
nodes duringh the incident. So we're supposed to have in database record
matching to what we have in service list, but not in hypervisor list.

Fix CA file for nova client

If a custom CA file is configured via nova_ca_certificates_file,
currently communication with Keystone will fail, since the session is
not created using this CA file. The same is true for nova_api_insecure.

This change fixes the issue by using a keystoneauth session loader.
