Description of the Change
This adds the apport debugging hook for nova. dh-apport is a part of debhelper that takes care of installing the apport hook for you. If there is an more information we should get the user to provide please let me know.

Because it will grab the information for rest of the other packages as well.

Move apport hook from belonging to nova-api to belonging to the source package.
