Change charm namespace.

Change the charm namespace to ~billy-olsen instead of the
~openstack-charmers namespace for the time being.

Minor updates

Updated the HACKING and README files in order to correct the
examples for deployment. Simplified the action information so
that a single test parameter is specified rather than a hyphenated
