Charmhub migration to stable/focal

This migrates the pacemaker-remote charm for the stable/focal branch
which needs to support focal as the principle series and also bionic to
be able to upgrade to focal from bionic.

Updates to flip all libraries back to master

This patchset updates all the requirements for charms.openstack,

Test bundles for focal-wallaby and hirsute-wallaby

These are the test bundles (and any associated changes) for
focal-wallaby and hirsute-wallaby support.

hisute-wallaby test is disabled (moved to dev) due to [1].
