Fix install hook on Groovy

Add config options for expired notifications

Adds config options to configure the notification expiration time
as well as how frequent to check for expired notifications.

Add TLS Support

The Masakari API service need to be TLS-terminated. This patch applies the
ssl_ options in render_config function.
