Rebuild reactive APIs for layer-basic regression

Update peers with API addresses

Add new remote-manila-plugin interface

This change adds the new interface remote-manila-plugin
which is treated in the same way as the existing
manila-plugin interface, except that the remote version
will disable the manila-share service
