Rebuild to use charm-tools pre 2.8 release

Updates for testing period for 20.01 release

Includes updates to charmhelpers/charms.openstack for cert_utils
and unit-get for the install hook error on Juju 2.9

Sync release-tools boilerplate containing these changes
in order to pin pip < 20.3:

Also removed non-existent zaza test class.
zaza-openstack-tests doesn't contain any cinder purestorage
tests, neither in `master` nor in any branch or PR. This
test class has been referenced here since the beginning of
this project and I wonder how this has ever worked.
