Migration ceph stable charms to charmhub - pacific

This is the stable/pacific branch of the ceph charms. It tests against
focal-ussuri (validates octopus) and focal-wallaby (validates pacific).

Add support for Ceph dashboard support

This change adds an admin-access interface to pass the admin
credentials and api endpoint details to another charm. The
dashboard charm uses this information registern the iscsi
gateways with the dashboard.

Pin charmcraft to 0.10.2

Charmcraft 1.0+ breaks py35 compatibility by introducing f-strings. As
the charms are still being built on a xenial builder, we currently need
to pin this for the builds.
