Fix build.lock file so charm can build

Due to https://github.com/juju/charm-tools/issues/604 writing the
build.lock fails when the interface:ceph-mds file is in the build.
Update the build.lock with the commit as the branch.

Remove ntp installation in ceph-fs.

For the case in container, it is not necessary to install ntp.
For the bare metal, we now expect operators to use a subordinate
ntp charm instead. Therefore, we remove ntp installation in
ceph-fs.

Test bundles for focal-wallaby and hirsute-wallaby

These are the test bundles (and any associated changes) for
focal-wallaby and hirsute-wallaby support.

hisute-wallaby test is disabled (moved to dev) due to [1].
