This is a mechanically generated change to replace openstack.org
git:// URLs with https:// equivalents.

This is in aid of a planned future move of the git hosting
infrastructure to a self-hosted instance of gitea (https://gitea.io),
which does not support the git wire protocol at this stage.

Reset os_release cached value after upgrade

In enable_memcache, ensure that the os_release cache is reset
after upgrade.

Additionally, call apt_install(get_packages()) for upgrades
to ensure that release-specific packages (such as memcached)
are installed.

Update for newer OpenStack releases
