Revert back to using "rabbit_use_ssl" for ocata

Ensure "rabbit_use_ssl" is specified in the [oslo_messaging_rabbit]
config section instead of "ssl" for Ocata, since "ssl" was not yet
introduced.

This is fixed by using section-oslo-messaging-rabbit for pike and
above rather than ocata and above, thus reverting back to using
section-rabbitmq-oslo for ocata.

Add user_domain_id to service_credentials.

Keystone authentication might use user_domain_id
as a fallback if no user_domain_name is provided.

Dropping the py35 testing

All the integration testing has been moved to
Bionic now[1] and py3.5 is not tested runtime for
Train or stable/stein[2].

As per below ML thread, we are good to drop the py35
testing now:
