 - Added a TODO file to list things that still need to be done (the list is not complete yet)
 - Added copyright notes in all C# source files created/funded by Novamente.
 - Fixed a bug related to concurrent access to the sending of messages (sendMessageToRouter method)
 - Recovered orgininal and right dog whine sound file, which was accidently overwritten by another file sometime ago.

  - Added a complete README file with all instructions on building, deploying and using the Rex-Proxy
  - Fixing the name of the sniff sound file
  - Fixed the version of the NetworkElementConnectionHandler.cs file (it was using the java version, before the port!)
  - Adapted NPCAvatar.cs file to the changes from Rex 0.31 to 0.4
  - Sending missing changes in the C# project file
  - Added additional instructions in the to_add_into_prebuild.xml file
  - Commented annoying debug log in PetaverseProxy.cs when there is no loaded active pet.
