Start implementing real dash actions up to the point where TestUserCannotPay.test_user_not_logged_in properly launch firefox to log into sso.

Tested by connecting via ssh so that pdb can be used to explore self.test.unity which requires getting the DBUS_SESSION_BUS_ADDRESS from inside the vm and setting it in the ssh terminal.
