Bump version to 2.4-18

Update snapd packages to 2.44

Under govendor managed dependencies.
The newer snapd/asserts version should recognize the UC20 model
assertion format.

The goal here is to create a release based off 2.4-17 with only the
snapd packages update for now.

The change to account.go is analogous to the one from the Go Modules
migration change in 2.5-0 where snapd packages were also upgraded to
2.44:
