Default to devel series for f-p-c and r-a-r

Instead of relying on a hardcoded value for the devel series codename,
find-proposed-cluster and retry-autopkgtest-regressions now lean on
distro-info. If the module is not found, it falls back to a hardcoded
value in utils.py (i.e., currently 'mantic').
