Refresh version of mosquitto that is still very flaky on s390x

Original patch from Simon Chopin:

  impish: Ignore the s390x mosquitto failures as flaky

  See LP: #1929553

  I deliberately didn't badtest the amd64 package as it seems to fail
  much less often, making it less of a pain.

Description of the change

Refresh version of mosquitto that is still very flaky on s390x
We moved to 2.0.11-1ubuntu1 but LP: #1929553 is still a thing.
