From Google:
  For Ubuntu images, the initrd.img is being compressed using xz instead of
  gzip. When I change the compression to using gzip, I see about a 900
  millisecond speedup in unpacking the initramfs.

This branch re-adds NTP to the GCE image (the build fails otherwise, since the gce image needs special NTP configuration to work optimally on google servers).

In case we run a minimized build, make sure the absence of an initramfs pacakge do not blow up for silly reasons (basically a missing dir). This also ensures that if one "unminimizes" the image all our changes realting to initramfs are carried over.

timesyncd & ntp integration is fixed-up, now at least one of the ntp services is running when both are enabled.
However, timesyncd is pulled in earlier in the transaction and ntp gracefully looses.

Explicitly disable timesyncd, and explicitely enable ntp.

Also, provide timesyncd configuration override, just in case somebody switches to using that.

Also, fix baked in ntp.conf, to comment out Ubuntu ntp pools, as those use UTC time, instead of Google time. Just
to be explicit that those are not in use.

Use iburst option for the metadata.google.com server option as recommended by GCE time guide.

This should finally resolve all NTP syncing issues reported on GCE for artful.
