handle libvirt issue on trusty

For some reason libvirt never sees a VM become inactive in trusty
and will loop forever. Given that the install has already completed
we have no real reason to wait for this from libvirt. This just
shuts the VM down and lets thing continue.

don't poll for process timeout

The polling (even when periodic) is causing noise when we run
eventstat probing. This uses a timeout to interrupt things.

Tested with:

 * /usr/share/utah/client/examples/master.run (which includes a timeout
   test)

 * tests/test_process.py
