Merge bump-storm-version [r=timrc]

This bumps the storm version to 0.19.0.99 as of 27th February 2013.

This includes better support for detecting disconnection errors.

In addition, the run loop has been improved to handle disconnections gracefully,
attempting to reconnect if not currently connected.

This implements a simple /alive/ endpoint, which allows for Nagios monitoring to
determine the number of builds within a user-determined period e.g.

  /alive/?hours=3

will return the number of builds within the previous 3 hours, the hours defaults
to 1 hour.
