[Dist/Debian] Append a suffix to the maintainer's version

In order to avoid confliction with the previous package, this patch
appends a suffix, '+nns', to the maintainer's version in changelog.

[Dist/Debian] Bumped-up to the version, v3.8.0

In order to update the version of ProtoBuf to v3.8.0, this patch rebases
this repository onto upstream/v3.8.0 and modifies debian-related files
according to the changes.
