BMC 3.x - Make HSO (NDIS) dialer device agnostic

The network interface presentation that WWAN modem manuafacturers
like to call 'NDIS' can be utilised by the HSO dialer. Prior to
this commit it has almost exclusivly been used for Option HSO based
devices, hence its name. This commit seeks to push down the device
specific attributes to the family and plugin layer so that
alternative manufacturer's devices may use it also.
