Fix issue that caused bansearch and grepbans to interfere with each other.
Still not really sure what caused the issue, but it is no longer occuring.

Add modified ho_reformat.pl script
This script was modified so that I could have certain snotes sent to a window named HILIGHT (rather than having them have a level of hilight)
It does this by requiring the message level to be the last word on the line
So to send to a window named HILIGHT, just remember to specify a level after it

Add modified ho_operwall.pl script
This script supports processing regular WALLOP messages in addition to LOCOPS and OPERWALLS
It also disables the "feature" where you can send LOCOPS/OPERWALLS by typing in a certain window

bansearch is now using who instead of remote whois.
It should also be working on freenode again.

bansearch.pl works with freenode again. Modifications to the way the quiet list is displayed broke the script.
