Explore ways to decouple AI from the logic further, and build an experimental AI incorporating some of the ideas of the XAI branch, but without all the LLVM-based scripting.

Goals:
- Enable AI plugins for better comparison of different AIs, and to enable comparison of different versions of the same AI
- Create observable game state
