Resurrect a -tegra image until -igx is ready

Resurrect a -tegra image based on the -tegra kernel. This is the
only difference with the -tegra-igx image which uses the -tegra-igx
kernel, but we're going to roll at least one more of these and that
allows us to kill other repositories to point to here.
