Wait or skip when there is a running instance of rdiff-backup is currently specified using '-w' option. this option helps prevent skipping of scheduled backup when such case occur. However, using '-w' option make the program unnecessary complex. For example, -w must be passed on to scheduled backup setting in Cron. So this branch aims to transform '-w' from being an option flag to a configuration entry.
