server, server-ship: align packages with cloud-image

The over all goal of this commit is to align the server and cloud image
seeds. The goal is to have "Ubuntu Server" be the same no matter how it
was installed, and ultimately to join these two seeds.

The remaining delta between these two seeds:
  cloud-init, pollinate, openssh-server

Dropping from server: w3m
Moving from server to server-ship:

It is already a dependency of software-center, not a first-class thing in its
own right, and we want to drop it as soon as software-center goes away (Python
2 and Qt 4 are both obsolete).

Move ppp, pppconfig and pppoeconf from the standard seed to
desktop and server-ship seeds. These are not necessary to be installed
as part of standard but are useful to have on media when they are needed.
