Change to output the section sin the order found in the XML file, instead
of the order in which we expect them to be. This was needed to be able to
generate some of the tests which tests wether or not the installation tool
will recognize a messed up package or not.

Add the code for building the payload portion of the package. This is still
missing the code to actually put data in the archive, but otherwise it works
for simple cases.
