For desktop tests, exclude Qt 3 for 5.0 itself.

The test for whether to include Qt 3 tests in desktop used "< 5.0"
instead of "<= 5.0" to check the LSB version.

Get manifest generation working again.

For some reason, the manifests are scrambling the architecture order
in a few entries, which is causing the reparse consistency check
to fail. I can't figure out why this is happening, so for now,
just warn instead of fail on that consistency check.
