BUG#18439226 : Copyright year information needs to be updated

The Copyright year in the README.txt file was not correct, in same way
the Copyright year shown in the welcome message of the MySQL Utilities
console. This patch corrects the copyright year to 2014 and modifies
the commercial build mechanism to change the year accordingly to the
current year.

BUG#18413200 : using utilities with old versions of c/python throws an exception

Using MySQL utilities with an old and unsupported version of
Connector/Python might result in import exceptions.

This patch fixes that by improving the check_connector_python
function. This function was improved to test if the C/Python module
meets a minimum connector python version requirement.
