Release-1.3.2 testing

This patch corrects an error in mutlib regarding connecting to
servers via mysqladmin for shutdown. The --port option was
missing on machines that support sockets thereby shutting down
the default server on 3306 instead when the socket is not
reachable or absent.

This WorkLog Adds Debian package mechanism for MySQL Utilities,
extending the packaging mechanism created in WL#6261 to include
building packages for Debian platforms.

Distutils command was extended with bdist_deb command to build
the Debian package.

Release-1.3.2 Testing

Corrected minor issue with utilities_console_custom_utildir when used
with the patch made for this tree for mysqlfrm. Added a flush() to
ensure the console messages are deterministic across platforms.
