BUG#16714425 : mysqluc not listing any utilties

This patch corrects a defect where the mysqluc utility fails to find
utilities that are installed on Windows. A search method was added to
search the path for the first occurrence of the utility. This then
used to load the help screens.

A ValueError was raised when a utility was running using
a none supported Python version and the utility did not
have the .py extension.

BUG#16210447 : failover does not work on unstable topology

This patch fixes a regression issue that leads to unexpected errors when a
server specified in the slaves list is not acting as a slave in the topology.
This results in an error message presented. This has been corrected. A
regression test was added.
