Revert "Build with libmecab-dev"

In Ubuntu, libmecab-dev is in universe so we cannot use it for a package
in main.

Updated mysql_config flag patch for 5.7.17

The patch changes mysql_config to use a whitelist of external flags
instead of pulling in everything. It only needed updating because of
changes to surrounding code.

Fix failing test main.events_2

The test fails because it has a hardcoded date (2017-01-01) that
is now in the past. Added a patch that fixes it by adding another
10 years (pending upstream fix).
