Disabled spurious test in dep8 upstream suite

The test main.xa_prepared_binlog_off fails randomly. Disabling in
dep8 tests until it's fixed or removed upstream.

Change mysql-testsuite dependency from python to libjson-perl

Pre-5.7.15 two tests in the mtr suite were written in python:
 - main.myisam_explain_json_non_select_all
 - main.myisam_explain_json_non_select_nonemysql-test-run
For 5.7.15 they were rewritten in perl, but will fail if
libjson-perl isn't installed.
Since no mtr tests use python any longer, we no longer need the dep.

Added test_udf_services plugin to testsuite package.

The plugin defines a featureless plugin used for a specific regression
test (main.udf_services) and is required for that test to pass.

Fix failing test main.events_2

The test fails because it has a hardcoded date (2017-01-01) that
is now in the past. Added a patch that fixes it by adding another
10 years (pending upstream fix).

Add patch for failing test datadir_permission

The test is failing during the build (not dep8) because it uses
a custom config which tries to load a mysqlx related env variable
which might not be available. The test does not appear to need this
custom config, so we patch it out until the issue can be fixed upstream.
