Disabled spurious test in dep8 upstream suite

The test main.xa_prepared_binlog_off fails randomly. Disabling in
dep8 tests until it's fixed or removed upstream.

Added list of tests to skip to build-time mtr run

We may need to skip certain tests during the build-time mtr run,
because they fail on certain platforms, are generally unstable or
have requirements that are not reasonable to add as build-deps.

Also added skipping of test xa_prepared_binlog_off, as it's unstable.

Make build fail if tests fail on platforms supported by upstream

If the test suite reported failure when being run during the build,
the failures were simply ignored. Test failures on platforms supported
by upstream (amd64, i386) should cause the build to fail.
