Description of the change
TOOLS dir was broken for my release 13.03 build attempt using the install script.
Problem, this is where tools are located now:
prebuilts/
Please merge if I am correct.

Fixed default toolchain in build script, as this new path is now part of prebuilts dir.
Please integrate if correct, works for me.
