But openssh is not (well, should not be) installed in the server by default and ssh-import-id is not much use without openssh-server being installed. For somewhat obscure reasons, having ssh-import-id in the minimal layer leads to openssh-server actually being installed in the full server layer anyway, which is LP: #1974483.
