Strip the binaries as it has worked for the last five years or so and upstream sees no reason to disable it.

Breaks/Replaces: older golang-golang-x-tools, not Conflicts, to ensure smooth upgrades.

Remove inconsistently included race-built packages (Closes: #807294)

Update debian/rules clean for new location of generated file.

Note that Go 1.6 closes #734357 too

Add "mips64el" (since Go 1.6 supports it) to "goenv.sh" (in preparation for doing the work to actually enable it at some point)
