Description of the change
Emacs, which was recently blacklisted because its dynamic menus don't work very well with the appmenu, can also run with the program name "emacs23" (notably, it does this when launched via its desktop file).
So here's a stop gap to add the emacs23 name to the blacklist. Maybe we'd want to have something cleverer in the future that blacklists emacs + any number.
