refactor(subnets): use GenericTable for ReservedRanges Table MAASENG-5280 (#5787)

- Refactored the original MainTable in ReservedRanges.tsx to GenericTable.
- Created a custom hook (useReservedRangesColumns) for generating table columns.
- Updated ReservedRanges.test.tsx to reflect the component refactoring:
  - Some tests were incorrectly querying elements by their accessible name (e.g. using column headers like Labels.Type, Labels.Owner etc.). The accessible name of a <td> should only reflect its content (e.g. for <td>Value here</td> the accessible name should be "Value here"), so the tests now assert against the cell’s actual value instead. [Read more here](https://developer.mozilla.org/en-US/docs/Glossary/Accessible_name).
  - Changed render(...) to renderWithProviders(...).

When the machine is booting up, installing snaps sometimes fails
with a 'context cancelled' error. Retry the installation until
it succeeds (or times out).

The previous fix in 2b3bf04be3c1b0530dad206f4cb303bdb67c6e9c
did resolve the issue, but it retried 'lxc info', which in
turn did install lxd implicitly, but not from the channel we
want. Now it's more explicit where the problem is.

Turn this migration as a noop to avoid dropping the entire list of functions belonging to pg_proc table. Since the same table can contain functions from PostgreSQL plugins, like pgaudit, btree_gin, it is dangerous to blindly dropping all of them.

fix: improve getting last deployment of images

Calculate the last deployment time of all images by parsing the deploy events only once. The last deployment times are placed in a map and for each image, MAAS is consulting the map to find with 1 step the last deployment time, if such time exists.
