Waits for running jenkins jobs to become idle before updating. Parent jobs are disabled to allow active jobs to complete but will prevent new jobs from being started. Once the parent job is complete, the child jobs are deployed. Once the child jobs are deployed, the parent jobs are deployed. Fixes: https://bugs.launchpad.net/bugs/1137331.
